階段一：畢業過渡期

Phase 1: The “Gap Years” / Job Seeking

• 身分 (Status): 覓職居留 (Extension of Stay for Job Seeking)
• 重點 (Key Points): 自由探索、無需工作證 (Free exploration, no work permit needed).
• 申請規定 (Application Rules):
  • 一般僑外生 (General International/Overseas Chinese Students): 延期 1年 + 1年（最長 2年）。
    • Extension: 1 year + 1 year (Max. 2 years).
  • 港澳生 (Hong Kong & Macau Students): 延期 6個月 + 6個月（最長 1年）。
    • Extension: 6 months + 6 months (Max. 1 year).
• 費用 (Fees):
  • 延期費 (Extension Fee): NT$ 1,000
  • 免工作許可註記費 (Exemption Annotation Fee): NT$ 500
• 應備文件 (Required Documents):
  1. 申請表 (Application Form)
  2. 居留證 (ARC)
  3. 畢業證書 (Diploma)
  4. 護照 (Passport, valid for 6+ months)

⚠️ 重要排他條款 (Exclusion Clause):
若您畢業後「已經找到正式工作」並由雇主申請過工作許可，之後若離職，則不適用此新制優惠。需依原規定重新申請或離境。

⚠️ Note: This benefit is not applicable if you have already obtained an official work permit after graduation and then resigned. In that case, you must follow the standard regulations for changing employers or leaving Taiwan.

階段二：正式穩定就業

Phase 2: Formal Employment

• 身分 (Status): 就業居留 (Employment ARC) 或 就業金卡 (Employment Gold Card)
• 時機 (Timing): 當您決定長期受聘於某家公司，或具備特殊專長想獨立發展時。 When you decide to commit to a long-term position, or if you possess special expertise and wish to work independently.

1. 一般外國專業人士 (General Foreign Professionals)

這是90% 以上應屆畢業生適用的類別。
This is the category for over 90% of fresh graduates.

• • 適用對象 (Who): 專門性或技術性工作者 (Specialized or Technical Works).
  • 資格門檻 (Criteria – Choose One):
    • A. 薪資門檻 (Salary): 月薪達 NT$ 47,971 以上。
    • B. 評點制 (Points System): 累計滿 70分 (學歷+語言+他國成長經驗…等)。
  • 如何申請 (How to Apply):
    1. 由雇主發起 (Employer Initiated): 雇主向勞動部申請「聘僱許可函」。
    2. 換居留證 (ARC Update): 學生持許可函向移民署將居留事由轉為「應聘」。

2. 特定專業人才 & 就業金卡 (Specific Professionals & Employment Gold Card)

若您在科技、經濟、教育、文化藝術、體育等領域有特殊成就，可申請這張「四合一」超級卡片！
If you have special achievements in Science, Technology, Economy, Arts, etc., you can apply for this 4-in-1 Super Card!

• • 這張卡是什麼 (What is it): 結合「工作許可、居留簽證、外僑居留證、重入國許可」。
    Combines Work Permit, Resident Visa, ARC, and Re-entry Permit.
  • 優勢 (Benefits):
    • 自由工作 (Open Work Permit): 不需綁定特定雇主，可隨時轉職或兼職。
    • 稅賦優惠 (Tax Benefits): 薪資超過一定額度享減免優惠。
    • 家人依親 (Family): 直系親屬探親簽證更便利。
  • 資格門檻 (Criteria):
    • 月薪達 NT$ 160,000 以上 (Monthly Salary > 160k).

3. 高階專業人才 (Senior Foreign Professionals)

針對在台具備極高專業技術或特殊貢獻之頂尖人才。
For top-tier talent with high-level expertise or special contributions to Taiwan.

• • • 優勢 (Benefits):
      • 工作許可效期最長可達 5 年 (Work permit valid up to 5 years).
      • 申請永久居留 (APRC) 條件更寬鬆 (Fast-track to Permanent Residence).
    • 資格 (Criteria): 需符合勞動部公告之高階資格（通常需具備豐富跨國經驗或極高薪資）。

階段三：取得永久居留

Phase 3: Permanent Residence – APRC

• 目標 (Goal): 獲得完整國民待遇 (Full residency rights).
• 條件 (Requirements):
  1. 合法連續居留 5年 (5 consecutive years of legal residence).
  2. 每年居住超過 183天 (Residing in Taiwan for >183 days per year).
  3. 財力證明 (Financial Proof): 月薪 > 基本工資2倍 (Monthly salary > 2x Minimum Wage).
• 學歷折抵優惠 (Degree Deduction):
  • 博士 (PhD): 折抵 3年 (-3 Years)
  • 碩士 (Master’s): 折抵 2年 (-2 Years)
  • 學士/副學士 (Bachelor’s/Associate): 折抵 1年 (-1 Year)

📊 3. 評點配額制 (The Points System)

只要累計滿 70 分，即符合工作資格！ (Accumulate 70 points to qualify!)

此制度是針對外籍畢業生設計的審核標準，滿分 190 分。
The Points System is designed for international graduates. The maximum score is 190, but you only need 70 points to get your Work Permit.

• 薪資談到 3.5萬 (Higher Salary): 月薪達 NT$ 35,000 以上。 (+10) Secure a monthly salary of NT$ 35,000+.
• 考過 TOCFL 高階 (Better Mandarin): 華語能力提升至高階等級。 (+5) Improve your Mandarin to TOCFL Level 4 (High).
• 有實習經驗 (Internship): 在學期間曾有校外實習經驗。 (+10) Possess internship experience in Taiwan during your studies.
• STEM 或 重點產業 (Strategic Major): 畢業於 STEM 或政府指定重點科系。 (+20) Graduated from a STEM field or a government-designated strategic industry.
• 領過獎學金 (Scholarships): 曾獲學校或政府獎學金/成績優異。 (+5 ~ 20) Received scholarships or academic awards.

📝 4. 申請流程 (Application Process)

從畢業到就業，只需簡單三步驟！ From Graduation to Employment in 3 Simple Steps!

Step 1：申請覓職居留 (Apply for Job-Seeking ARC)

• 時間 (When): 取得畢業證書後 ~ 居留證到期前 (After receiving diploma ~ before current ARC expires).
• 行動 (Action): 親自前往移民署服務站，申請將居留事由變更為「覓職」。
  Visit a National Immigration Agency (NIA) service center to change your residency purpose to “Job Seeking.”
• 效期 (Result): 獲得 6個月/1年 的居留效期，期間可自由工作或實習。
  Receive a 6-month or 1-year renewable ARC. You are free to work or intern during this period.

⚠️ 注意 (Important Note): 覓職居留期間「不列入」永久居留 (APRC) 年資計算。 想累積 5 年永居年資，必須等到轉為正式「就業居留 (Employment ARC)」後才開始計算。
Time spent on a Job-Seeking ARC does NOT count towards the 5-year residency requirement for Permanent Residence (APRC). Accumulation of residency years only begins after you switch to a formal “Employment ARC”.

Step 2：確認長期雇主 (Secure a Long-Term Position)

• 行動 (Action): 利用覓職期間進入企業工作，確認雙方合作意願，並談妥薪資與職位。
  Use the job-seeking period to work at companies, confirm mutual interest, and negotiate your salary and role.

⚠️ 重要：確認雇主聘僱資格 (Important: Check Employer Eligibility) 不是所有公司都能聘請外國人！求職時請務必確認公司符合以下規模： Not every company can legally hire foreign professionals! Before you commit, please verify that your prospective employer meets one of the following criteria:

1. 資本額 (Registered Capital): 達 NT$ 500 萬以上 (適用於新設公司)。 Must be at least NT$ 5 Million (For companies established < 1 year).
2. 營業額 (Annual Revenue): 達 NT$ 1,000 萬以上 (適用於設立1年以上公司)。 Must be at least NT$ 10 Million (For companies established > 1 year).

• 檢核 (Check): 確保您的分數在「評點制」中已達 70分。 Ensure you reach 70 points in the Points System.

Step 3：轉為正式就業 (Switch to Formal Employment)

• 動作 A (Employer’s Part): 雇主備妥文件，向勞動部申請您的「聘僱許可函」。 Your Employer submits documents to the Ministry of Labor to apply for your “Work Permit.”
• 動作 B (Your Part): 取得許可函後，持函向移民署申請將居留事由變更為「應聘」。 Once you receive the Work Permit letter, take it to the NIA to change your ARC purpose to “Employment.”
  🎉 Congratulations! You are now officially accumulating years for Permanent Residence! (從此刻開始累積永居年限!)
